I have used the online portal in the past to pre-pay for the FMM but as you still need to stop and get it stamped, I just went back to getting it when crossing each time. Checking the website now, I see what you mean. It gives you all the info and even lets you fill out the form but there is no payment portal.

Another reason just to get it at the border.
