Tunnels really started in Tijuana after 9-11 when the border patrol started getting serious about sealing closed the border. Up until then, everybody living along the border in Tijuana knew exactly where it was easy to slip through the fence at very early morning or at night where many of us would cross over into San Diego every single day to work, go shopping, see friends or a night out on the town, and then simply walk back across into Mexico through the peatonal access to go back home.

No matter how much money the government spends on trying to close down the drugs coming across, as long as there are so many people buying the drugs, somebody will always figure out a way to get them in. It’s human nature.
